What is a Multi-Tiered System of Support?

A Multi-Tiered System of Supports (MTSS) is a framework that helps schools organize their people, programs, and resources so every student gets the support they need to succeed. Rather than treating academics, behavior, mental health, and social-emotional development as separate efforts, MTSS brings them together into one coordinated system that serves all students. The goal is to identify student strengths and needs early and provide the right level of support at the right time.

MTSS starts with the belief that all students can learn and thrive when barriers to success are removed. Schools create learning environments that are welcoming, inclusive, and responsive to student needs, while using data and continuous improvement practices to guide decisions. Most students succeed with strong, high-quality instruction and positive learning environments, while some students may need additional targeted or intensive supports along the way. By focusing on the whole child, MTSS supports students' academic growth, social-emotional well-being, behavior, and sense of belonging. It also recognizes the important role of families, educators, and community partners in helping every student reach their full potential.
