The CYBHI Fee Schedule at YCOE

The Children and Youth Behavioral Health Initiative (CYBHI) Fee Schedule allows local educational agencies to receive reimbursement from health plans for school-linked behavioral health services to young people from birth through age 25. The Yolo County Office of Education coordinates and supports this work across partner districts, building the billing infrastructure, technical assistance, and shared governance that make school-linked services sustainable countywide.

YCOE's role in the Fee Schedule

YCOE serves as the coordinating agency for CYBHI Fee Schedule implementation across Yolo County. Rather than each district building this work alone, YCOE provides the shared systems, technical assistance, and governance that let partner districts launch and sustain school-linked behavioral health billing. The goal is a coordinated, countywide approach that strengthens school-based systems of care and keeps services sustainable over time.

How the Fee Schedule works

Under the CYBHI Fee Schedule, local educational agencies and their providers can seek reimbursement from health plans for covered school-linked behavioral health services to young people from birth through age 25, regardless of Medi-Cal, commercial, or disability status. Reimbursement is designed to support the long-term sustainability of school-based services.

Technical assistance for partner districts

YCOE provides hands-on support to partner districts implementing the Fee Schedule, including:

  • Electronic health record (EHR) and revenue-cycle setup and automation
  • Insurance information collection workflows
  • National Provider Identifier (NPI) registration and claims routing
  • Onboarding and site visits for new providers and wellness coaches
  • Documentation, compliance, and billing training
  • Ongoing billing-specialist support

This support is available to partner districts across Yolo County, along with YCOE programs.

Governance: the Yolo County K-12 Partnership

This work is coordinated through the Yolo County K-12 Partnership, a cross-sector planning and coordination structure. Together, partners plan for funding priorities, coordinate service delivery, and track collective impact on student mental and behavioral health. The Partnership is the foundation that makes everything else possible.

It is how the Roadmap to the Future's mission comes to life in behavioral health, coordinating community assets and aligning systems so every child in Yolo County has what they need to thrive. Partners at the table include the partner districts (Davis Joint Unified, Washington Unified, Winters Joint Unified, Esparto Unified, and Woodland Joint Unified), county behavioral health, and community-based organizations.
