| Head Start/Early Head Start Program |
The Head Start/Early Head Start Program provides services for children ages 0-5 years and their families living in Yolo County. The program embodies a comprehensive approach which includes education, health, nutrition, social services and parent involvement. The program is designed for low income families and is based on the philosophy that a child benefits from a comprehensive interdisciplinary program which fosters optimum growth and development and which remedies problems through a broad range of services. Involvement of the child's entire family, as well as the community is critical. The Head Start Program has centers in Woodland, West Sacramento, Winters and Esparto.

| Yolo County Child Care Planning Council |
The Yolo County Local Child Care Planning Council was established in January, 1998 in compliance with State of California legislation AB 1542 ( Education Code Sections 8499.3 and 8499.5) to plan and implement child care for participants of the CalWORKs program and to address the child care needs of all families in Yolo County. The Council has many responsibilities which include:
- conducting public meetings, completing a child care needs assessment at least once every five years
- encouraging community input to the development of a county-wide child care and development plan
- collaborating with public and private agencies to facilitate the process of meeting the child care needs of Yolo County
- advising the Yolo County Department of Social Services, the Yolo County Office of Education, the Yolo County Board of Supervisors, and the California Department of Education/Child Development Division on issues related to the planning and development of child care in Yolo County.
The membership of the Council is appointed by the Yolo County Board of Supervisors (one half of the Council's membership) and the Yolo County Superintendent of Schools (one half of the Council's membership). Council membership consists of representatives from child care consumers, child care providers, public agencies, community representatives, and others appointed at the discretion of the appointing agencies.
